高速公路的发达与否，是体现一个国家经济发达与否的重要表现环节。我国高速公路总里程占据世界总里程的一半，10万公里以上，然而每年的消耗巨大，建设成本收回周期超长，如果能利用好高速公路的空闲位置产生效益，将是一个多方利好的事情。
